9. Amendment ot section 16 of the principal enactment,

Section 16 of the principal enactment is hereby amended in subsection (3) of that section by the substitu-tion for the words “presence of the General Manager or the acting General Manager and two Directors all of whom”, of the words “ presence of the General Manager or the acting General Manager and one director both of whom”,
