The amendments made to section 3 of the principal enactment :—

(a)

by paragraph (1) of section 2 of this Act, shall be deemed for all purposes to have come into force on

February 21, 2002 ; and

(b)

by paragraph (2) of section 2 of this Act, shall be deemed for all purposes to have come into force on

October 13, 2001.
