22. Appeals

A person who is aggrieved by a decision of the Council on any objection considered by it under subsection (4) of section 21 may, within fifteen days after the date of the notification to him of such decision appeal in writing against such decision to the Secretary to the Ministry of the Minister. The decision of the Secretary on any such appeal shall be final and conclusive.
