The seal of the Foundation—
may be altered in such manner as may be 'deterrained by the Executive Council.
shall not'be affixed to any instrument or document except with the sanction of the Executive Council and in the presence of two members of the Execu-tive Council who shall sign the instrument or document in token of their presence and such sign-ing shall be independent of the signing of any per-son as'a witness.

Nothing in this Act contained, shall prejudice or affect the rights of the Republic, or of any body politic or’ cor-porate or of any other persons, except such as are mention-ed‘in this Act, and those claiming by, from or under them.
