17. Powers of the Mimster to implement International Conventions

The Minister shall have the power to take such steps as may be necessary to give effect to the provisions of any International Convention on marine pollution which the Government of Sri Lanka may ratify, accept, accede or approve.
Marine Pollution Prevention
Without prejudice to the generality of subsection (1) such Conventions may include—
the International Convention on the Prevention of
Pollution of the Sea by Oil, 1954 and the subsequent amendments ;
the International Convention on Civil Liability for
Oil Pollution Damage, 1969
;
the International Convention on the Establishment of an International Fund for compensation for Oil
Pollution Damage, 1971;
the International Convention relating to Intervention on the High Seas in case of Oil Pollution Casualties,
1969 ;
the International Convention for the Prevention of
Pollution from Ships, 1973 and the Protocol of 1978.
The Minister shall obtain prior approval of the
Cabinet before exercising any powers under this section.
