8. Debts due by and payable to the Foundation

All debts and liabilities of the Foundation existing on the day preceding the date of commencement of this Act, shall be paid by the Corporation and all debts due to, and subscriptions and contributions payable to the said Foun-dation on that day shall be paid to the Corporation, for the purposes of this Act.

§. The seal of the Corporation shall be kept in the custody of the Director-General of the Corporation ard shall not be affixed to any instrument whatsoever except in the presence of such Director-General and of such number of persons as may be provided for in the rules in force for the time being of the Corporation, who shali sign their names to the instrument in token of their presence, and such signing shall be independent of the signing of any such person as a witness.
