The following new section is hereby inserted

to establish a reference service utilizing the public recdrds, printed matter, documents and materials referted to in’ sub-paragraph (i) ; and
to submit to the President reports based on any such public records, printed matter, documents and materials as are referred to in, sub-para-graph (i), when required to do so by the President.
