18. Regulations
ප්රතිචාර සහ සහායනිල ඉංග්රීසි පරිවර්තනය. එය සිංහල හෝ දෙමළ පාඨයට වඩා වෙනස් නම් බලපවත්වන පාඨය කුමක්දැයි පනතේම සඳහන් වේ.
The Minister may make regulations in respect of any matter required by this Act to be prescribed or in respect of which regulations are authorised by this Act to be made.
In particular and without prejudice to the generality of the powers conferred by subsection (1) the Minister may make regulations prescribing—
the quality of locally produced or imported seeds and planting materials that may be allowed to be marketed and the labelling requirements of the seeds and planting materials being marketed :
the manner in which a certification for the standard to determine the quality of seed and planting material shall be tssued ;
the protection of seed users and the promotion of the production of seed and planting materials ;
the procedure for inspecting, sampling, analysis, testing or examination of seed and planting materials :
the procedure for labelling and the details to be placed on labels of seeds and planting materials and the rules and practices for quality seeds and planting material production :
the establishment and functions of commitices :
the specification of regulated species. types and varicties of seeds and planting materials
the procedures and standards for testing . and
the determination of fees to be charged for services and facilities provided.
Every regulation made under Subsection (1) shall be published in the Gazette and shall come into operation on the date on such publication or upon such fater date as may be specified in the regulation.
Every regulation made under Subsection (1 )shall, as soon as convenicnt after its publication in the Gazette. be brought before Parliament for approval. Any regulation which is not so approved shall be deemed to be rescinded from the date of its disapproval but without prejudice to anything previously done thercundcr.
Notification of the date on which any regulation is deemed to be rescinded under subsection (4) shall be published in the Gazette.
