22. Directions of the Commis-sioner,

The Commissioner may issue to a licensee such di-rections as he may think necessary for the purposes of mak-ing the licensee to comply with the provisions of this Act and any regulation made thereunder and any licensee to whom any such direction is issued shall comply with such direction within such time as shall be specified in the direc-tion.
