Where the Central Authority has transmitted, under section 7, a summons in a proceeding relating to a civil or commercial matter to the appropriate authority of a specified country for service on a person resident in such specified country, and the court or tribunal issuing such summons has entered judgment against such person, in default of his appearance, such court or tribunal may, on application made by such person, not later than two years from the date of the judgment, entertain an appeal against such judgment if it is satisfied that such person —
