15. Land Use management

The Authority in consultation with the Council shall, with the assistance of the Ministry of the Minister in charge of the subject of Lands, formulate and recommend to the

Minister a land use scheme consistent with the following objects :—

(a)

' to provide a rational, orderly and efficient system of the acquisition, utilization and disposition of land and its resources in order to derive therefrom maximum benefits ; and

(b)

to encourage the prudent use and conservation of land resources in order to prevent an imbalance between the needs of the nation and such resources.
