23. The cadre &c., of the Security Service to be approved. by the Secretary

The cadre of the Security Service maintained under section 17 and the nature, type and quantity of fir¢éarms and ammunition for the use of such service and which may be carried by any member thereof shall have the prior approval of the Secretary.
