The provisions of this Act shall have force and effect notwithstanding anything in any other written law of any contraet. of employment whether oral, written, express or implied, and accordingly, in the event'of any conflict or inconsistency between the provisions of this Act and any such other law or such contract, the provisions of this Act shall, to the extent of such inconsistency, prevail over any such other law or such contract.
