12. Expenditure and advances authorized under Article 150(3) of the Constitution to be deemed to be included in the First Schedule and Third Schedule to this Act

All such sums of money authorized as financial provisions for public services by the President under paragraph (3) of Article 150 of the Constitution, for a period of three months commencing on March 6, 2020 and for a period of three months commencing on June 1, 2020, and-

(a)

expended during the respective periods, out of the moneys allocated by such authorizations included as Annexures to the Budget Estimates for the relevant year tabled in Parliament, to any

Programme appearing under any Head, specified in the First Schedule to such authorizations, shall for all purposes be deemed to be included in the moneys allocated to the corresponding Heads, as specified in the First and Second Schedules to this Act; and

(b)

paid by way of advances out of the Consolidated

Fund during the respective periods in respect of advance account activities specified in the Second

Schedule to such authorizations, shall for all purposes be deemed to be included in the moneys allocated to the corresponding activities specified in the Third Schedule to this Act.
