7. Constitution of the Board

The Board shall consist of—
the following ex-officio members, namely–
the Secretary to the Ministry of the
Minister or his representative;
a representative from the Ministry of the Minister assigned the subject of
Finance, nominated by the Secretary to the Treasury;
the Chief Executive Officer of the Sri
Lanka Transport Board;
the Director General of the Tertiary and
Vocational Education Commission;
the Director-Principal of the Institute appointed under section 17 of this Act;
and
Ceylon German Technical Training Institute
four other members appointed by the Minister, out of the persons who shall be qualified in the fields of mechanical or automobile engineering, electrical or electronic engineering, finance, law, skills development and vocational education and entrepreneurship (hereinafter referred to as the “appointed members”).
Every appointed member shall, unless he earlier vacates office by resignation, death or removal, hold office for a period of three years from the date of his appointment and shall be eligible for re-appointment.
Every appointed member may at any time resign from his office by letter to that effect, addressed to the Minister, and such resignation shall take effect upon it being accepted by the Minister.
Where any appointed member is by reason of illness, infirmity or absence from Sri Lanka temporarily unable to discharge the functions of his office, the Minister may, having regard to the provisions of paragraph (b) of subsection (1), appoint another person to act in his place.
The Minister may, if he thinks expedient to do so, remove any appointed member from office for reasons assigned and thereupon that member shall be deemed to have vacated his office.
Where an appointed member dies, resigns or is removed from office the Minister may, having regard to the provisions of paragraph (b) of subsection (1) appoint another person in his place and the person so appointed shall hold office for the unexpired period of the term of office of the member whom he succeeds.
Every ex-officio member of the Board shall hold office, as long as he holds the post by virtue of which he is a member of the Board.
