13. General Manager, Secretary and staff of the Authority

There shall be a General Manager of the
Authority appointed by the Minister, who shall be the chief executive officer of the Authority.
The General Manager shall, subject to the general direction and control of the Chairman, be charged with the direction of the business of the Authority, the organization and execution of the powers, functions and duties of the
Authority and the administration and control of the employees of the Authority.
The General Manager shall also function as Secretary to the Authority.
The Secretary shall be entitled to be present and to speak at meetings, but shall not be entitled to vote at such meetings.
