14. Refusal to investigate not to questioned

The refusal by the Ombudsman to investigate, or to investigate further, as the case may be, any matter on the
Sresind that such matter is not within his jurisdiction by virtue of the provisions of section 11, or the discontinuation of an investigation by the Ombudsman inthe exercise of his discretion: under section 13, ‘shall:
be final and shall not be called in question.in any court or tribunal, er be reviewed or quashed in proceedings for orders in the nature of writs of certiorari, prohibition, mandamus, procedendo or otherwise.
