22. Responsibilities of the Minister of Finance and the Secretary to the Treasury in the annual budget process

(1)

The Minister of Finance shall be responsible for ensuring the -

(a)

implementation of the annual budget process;

(b)

preparation of the Appropriation Bill and the annual budget estimates; and

(c)

preparation of the annual budget document in accordance with the medium-term fiscal framework and budgetary framework.

(2)

The Secretary to the Treasury shall be responsible for issuing the budget call circular not later than thirtieth day of

June of the financial year preceding the year for which the annual budget is prepared.
