20. Both parties to be given opportunity to be heard at inquiry or investigation

In every inquiry and investigation conducted under the provisions of this Act, the aggrieved person as well as the party who is alleged to have infringed the rights of the aggrieved person shall be afforded an opportunity to be heard.
