2. Establishment of the Council of the Youth Corps

There shall be established a Council of the Youth corps (hereinafter referred to as “the Council”) which shall consist of five members one of whom shall be a female, as may be appointed by the Minister who shall nominate one of them as the Chairman of the Council.
