7. Central Authority may refuse application

The Central Authority may refuse to accept an application made to him under section 6, if he is satisfied that there are no grounds for making the same. On his refusing to accept an application, the Central Authority shall forthwith inform the appropriate authority making the application, the reasons for the refusal.
