6. Amendment of section 13 of the principal enactment

Section 13 of the principal enactment is hereby amended by the repeal of paragraphs (a) and (l) of that section and the substitution of the following paragraphs therefor :—
“(a)
to grant loans or financial assistance to any individual, company, partnership, any institute of the
