59. The amendments made to —

(a)

sections 21A, 32 and 48A of the principal enactment by sections 9, 13 and 32 respectively by this Act shall for all purposes be deemed to have come into force on April 1, 2002 ;

Retrospective effect.

(b)

the principal enactment, by this Act, other than to the sections specified in paragraph (a), shall for all purposes be deemed to have come into force on

April 1, 2003.
