19. Appointment of Director, Associate Directors and Deputy Directors

The first Director of the Institute shall be appointed by the President. Subsequent appointments to such post shall be made by the Board, after taking into consideration the recommendations of the Council.
The Director shall be a full-time officer of the Insti-tute. He shall be responsible for the implementation of the decisions of the Council and shall discharge such other duties as may be assigned to him by the Board.
Associate Directors and Deputy Directors, if any, may be appointed by the Board, after taking into conside-ration the recommendations of the Council.
