11. Refund of moneys voted from the Consoli-dated Fund,

Any moneys voted from the Consolidated Fund for the working of Credit Councils shall, as determined by the Minister with the concurrence of the Minister in charge of the subject of Finance, be refunded to the Consolidated

Fund.
