19. Representation

No attorney-at-law, agent or any other person shall be entitled or permitted to appear on behalf of any party to a dispute in any matter before a Board :

Provided however that representation before a Board—

(a)

of one spouse by another spouse ; or

(b)

of a minor or other person under any disability, by his parent, guardian or curator, shall be permitted.
