There shall be a Panel of officials (hereinafter referred to as “the Panel”).
The Panel shall consist of the following officers:—
an officer not below the rank of a Senior Assistant
Secretary of the Ministry of the Minister in charge of the subject of Justice, nominated by the Secretary of such Ministry;

Secretary of the Ministry of the Minister in charge of the subject of Education, nominated by the
Secretary of such Ministry;
an officer not below the rank of a Senior Assistant
Secretary of the Ministry of the Minister in charge of the subject of Defence, nominated by the Secretary of such Ministry;
an officer not below the rank of a Senior Assistant
Secretary of the Ministry of the Minister in charge of the subject of Health, nominated by the Secretary of such Ministry;
an officer not below the rank of a Senior Assistant
Secretary of the Ministry of the Minister in charge of the subject of Social Services, nominated by the
Secretary of such Ministry;
an officer not below the rank of a Senior Assistant
Secretary of the Ministry of the Minister in chargé”
of the subject of Provincial Councils, nominated by the Secretary of such Ministry;
an officer not below the rank of a Senior Assistant
Secretary of the Ministry of the Minister in charge of the subject of Women’s Affairs, nominated by the
Secretary of such Ministry;
an officer not below the rank of a Senior Assistant
Secretary of the Ministry of the Minister in charge of the subject of Labour, nominated by the Secretary of such Ministry ;
