3. Members of the Authority

(1)
The Authority shall consist of three members appointed by the President in consultation with the
Minister—-
(a)
two of whom shall have adequate expertise and quali-fications in the subject of the environment ; and
(6)
one of whom shall have suitable administrative skill and experience in environmental management.
(2)
The President shall appoint one of such members to be the Chairman of the Authority.
