9. Retrospective effect

The amendment made to section 3 of the principal enactment, by section 3 of this Act, shall be deemed for all purposes to have come into force on February 15,2000.
(2)
The amendments made to section 4 of, and the
Schedule to the principal enactment by sections 4 and 6
respectively of this Act, shall be deemed for all purposes to have come into force on May 10, 2000.
