11. Appointment of an Advisory Board

It shall be lawful for the Council to appoint an

Advisory Board consisting of not more than ten eminent persons for a period not exceeding two years. The Council may, at its discretion, seek the views and advice of the

Advisory Board, but it shall in no way be bound to accept or execute any such advice.
