Section 21

No adoption under Adoption of Children Ordinance unless child is under foster care

No Court shall entertain an application for adoption of a child referred to in paragraph (a) and paragraph (b) of section 7 of this Act under the Adoption of Children

Ordinance (Chapter 61), unless and until such child shall have first been placed in foster care under a Foster Care Order issued under section 16 of this Act.
