175. Appointment of an Advisory Committee

There shall be a Director of the Institute appointed by the Minister, in consultation with the Institute Board.
The Director, unless he vacates office earlier by death, by operation of law, resignation or removal shall hold office for a term of five years and shall be eligible for reappointment subject to a maximum period of any two terms of office whether consecutive or otherwise.
The qualifications and experience of the person who shall be appointed as the Director and the terms and conditions of employment of the Director shall be as prescribed by regulation.
The Director shall, subject to the general directions and supervision of the Institute Board –
be charged with the administration of the affairs of the Institute including the administration and control of the staff;
be responsible for the execution of all decisions of the Institute Board; and
carry out all such functions as may be assigned to him by the Institute Board.
The Director shall be present and speak at any meeting of the Institute Board, but shall not be entitled to vote at such meeting.
The Director may, with the approval of the Institute
Board, wherever he considers it necessary to do so, delegate in writing to any officer or employee of the Institute, any of his powers, duties or functions conferred or imposed on, or assigned to him by this Part and the officer or employee to whom any such power, duty or function is delegated shall exercise, perform or discharge them, subject to the directions of the Director.
The Minister may, on the recommendation of the
Institute Board, remove the Director from office –
if he becomes permanently incapable of performing his duties;
if he had done any act which the Institute Board has decided to be of a fraudulent or illegal character or is prejudicial to the interests of the Institute; or
has failed to comply with any direction issued by the Institute Board.
