The amendment made to section 10 of the prin-Retrospective cipal enactment by section 4 of this Act, and the amendment effect of 4

made to section 45 of the principal enactment by section 20

and of this Act, shall be deemed for all purposes to have come section 20, into force on the date of commencement of the principal enactment.
