12. Procedure prior to grant of licences

(1)

Upon receipt of an application under section 11

and where the Commission intends to grant the licence or extension applied for, the Commission shall—

(a)

publish a notice of its intention to do so in such manner as the Commission considers appropriate, for bringing it to the attention of persons who are likely to be affected by the licence or extension ;

and

(b)

send a copy of the notice to the Minister for his or her information.

(2)

Every notice under subsection (1) shall—

(a)

state that the Commission proposes to grant the licence or extension to the persons and for the purposes, set out in the notice;

(b)

state the reasons for proposing the grant of such licence or extension; and

(c)

specify the period (not being less than twenty eight days from the date of publication of the notice) within which representations may be made to the

Commission with respect to the proposal.
