29. In case of inconsistency this Act to prevail

Where there is any inconsistency between the provisions of this Act and the provisions of any other law under which any stipend or payment is made to alleviate poverty or as a Welfare Relief Benefit or any orher similar purpose, the provisions of this Act shall prevail.

Where there is no provision or effective provision made to deal with any matter in any such law as is referred to in Subsection (1) of this section, the provisions of this Act shall apply in relation to such matter.
